Provide programmatic and budget oversight and coordination to ensure accurate and timely ELC grant administration of grant actions and grant requirements for RLHO Division. This position will ensure that work plans, applications/budgets, deliverables/reporting, timelines, and due dates are completed as required by various ELC grants (Core + Expansion). This position will also send and receive/compile assignments to/from other DSHS organizations (PHRs, PHL, PHID, Budget), handle technical assistance questions, and troubleshoot funding/budgeting requests and issues.

Knowledge, Skills, and Abilities :

Knowledge of local, state, and federal laws related to Texas state agencies Knowledge of budget processes

Knowledge of state and federal laws, regulations, policies, procedures, and processes relating to contracts and grants administration Skill in interpreting and applying policies, procedures and regulations

Skill in preparation, development, and monitoring of grant applications and/or program or project budgets

Skill in writing analyses, documentation, proposals, plans, policies, procedures, standards, or reports

Skill in using personal computer application software such as Microsoft Office applications (especially Excel and Word), or similar programs

Ability to communicate effectively orally and in writing

Ability to assess project-related information and develop plans to address identified issues

Ability to assess and manage priorities, and meet deadlines

Ability to prepare concise reports and correspondence

Ability to develop, evaluate, and interpret policies and procedures
