Job Description – Program Specialist VI  


As part of the Texas Vaccines for Children (TVFC) Program provider recruitment team, the Program Specialist VI will assess targeted recruitment strategies for healthcare providers to join the TVFC program. The Program Specialist VI position will oversee the recruitment and expansion efforts of the TVFC program provider network. This position will be responsible for implementing a strategic plan to expand the TVFC provider network and increase immunization access statewide. Responsibilities of this position will also include conducting monthly TVFC provider recruitment webinars and meetings with program partners to provide guidance on recruitment activities for the TVFC program provider. This position will be responsible for executing outreach strategies, monitoring recruitment effectiveness, and building partnerships to increase access to immunizations across Texas. 
ESSENTIAL JOB FUNCTIONS
(30%) Conduct outreach efforts to inform healthcare providers about the benefits of joining the TVFC program. Travels to statewide outreach events and conferences in line with required project deliverables. Speak on behalf of the DSHS Immunization Section at public/private outreach events and conferences. 
(25%) Develop and implement strategic plans to expand the TVFC provider network and increase immunization access statewide. Provide direction and guidance to ensure alignment with program goals and objectives. Develop measures and indicators to assess the effectiveness of recruitment efforts. Engages with stakeholders on a regular basis in written (email), verbal (phone/Microsoft Teams), and in-person formats. Establish metrics and key performance indicators (KPIs) to assess the effectiveness of recruitment activities and overall program performance. Regularly review and analyze recruitment data to track progress, identify challenges, and make data-driven decisions to optimize recruitment efforts.
(20%) Maintain partnerships with DSHS Responsible Entities (REs), healthcare providers, and other stakeholders. Collaborate with partners to identify opportunities for programmatic expansion, resource sharing, and joint initiatives to enhance immunizations efforts.  
(20%) Lead the development and implementation of comprehensive recruitment strategies to attract new TVFC providers across all regions of Texas. Analyze data and market trends to identify target populations and prioritize recruitment efforts effectively. Provide Training, guidance, and technical assistance to DSHS REs on recruitment best practices, program requirements, and compliance standards. 
5%) Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
Knowledge Skills Abilities: 
Knowledge of the features and functionality of Microsoft Office tools, including Excel, Outlook, SharePoint, Teams, and Word
Skill in time management, planning, developing, and implementing procedures and work systems to manage multiple tasks, heavy workloads, and frequent deadlines 
Skill in editing and formatting documents, forms, reports, correspondence and memoranda
Strong understanding of immunization programs, public health initiatives, and healthcare systems.
Excellent communication, interpersonal, and negotiation skills.
Proven ability to develop and implement strategic plans, manage projects, and achieve measurable outcomes.
Proficiency in data analysis, reporting, and use of relevant software applications.
Knowledge of relevant laws, regulations, and policies governing public health programs and immunization services.
 
Initial Screening Criteria:
Strong understanding of immunization programs, public health initiatives, and healthcare systems.
Excellent communication, interpersonal, and negotiation skills.
Proven ability to develop and implement strategic plans, manage projects, and achieve measurable outcomes.
Proficiency in data analysis, reporting, and use of relevant software applications.
Knowledge of relevant laws, regulations, and policies governing public health programs and immunization services.
