Program Specialist IV - Workforce Support Specialist
General Description
Program Specialist IV provides support to the Business Support & Planning (BSP) unit within the Operations Division. This position assists in planning, organizing, and implementing agency workforce development programs, projects, and initiatives, including employee engagement and recognition, the New Employee Experience Program, and the Manager Peer Learning Program.
Work involves researching, evaluating, implementing, and improving processes, initiatives, and special projects to meet agency goals; coordinating program logistics, communications, and materials; reporting and data analysis; attending meetings and workgroups related to workforce initiatives; maintaining shared mailboxes and calendars; providing customer support; maintaining SharePoint and updating/maintaining web content, SharePoint, and other sites.
Essential Job Functions
- Supports agency workforce planning activities; research, develop, implement, and evaluate agency-wide programs, projects, and initiatives; Analyzes effectiveness of current programs and initiatives and proposes improvements; attends and participates in meetings, workgroups, and committees as directed. (40%)
- Collects, organizes, and analyzes qualitative and quantitative data; supports survey development and administration; assists in preparing reports, presentations, communications, and other materials; Assists with managing shared email boxes and calendars including responding to customer inquiries, scheduling, etc. (30%)
- Helps maintain SharePoint sites, Microsoft Teams Channels, internal and external web content, and other digital collaboration tools such as Mural Boards. (25%)
- Other duties as assigned include actively participating in a supporting role to meet the agency’s obligations for disaster response/recovery or Continuity of Operations activation. Such participation may require an alternate shift pattern assignment and/or location. (5%)
Knowledge, Skills and Abilities
Knowledge of workforce planning; basic human resources functions; basic research methods, data organization, and reporting techniques.
Skill in developing effective methods for evaluating progress toward specific goals and objectives; project management; collecting, analyzing, and interpreting data; using Microsoft Office Suite (Word, Excel, Outlook, Teams, PowerPoint, etc.); developing/managing SharePoint sites; using digital collaboration tools (e.g., Mural).
Ability to balance change and continuity; adjust and respond to changing job priorities; make timely and effective decisions; continually improve customer service and program performance; communicate effectively and efficiently, orally and in writing, with staff of all levels.
