Create a survey consisting of the job task for the landscape irrigator program based on the current TCEQ-approved training materials, close consultation with SMEs, statutes, or rules to obtain a landscape irrigator license. The survey should include most tasks a landscape irrigator would perform in the field, as well as administrative duties, and will be used to identify which tasks are conducted frequently and deemed critical. This data will later be used to evaluate our current Irrigator exam to ensure the exam covers critical tasks and to create a bank of exam questions for future use.
The survey must be provided in an Excel spreadsheet and must include two evaluation criteria columns: 1) criticality and 2) frequency.
Following TCEQ approval, TCEQ staff will enter the survey into the QuestionPro software and distribute it to a representative group of licensed individuals in irrigation via email. TCEQ will allow a 30-day response deadline for the survey. Participants will be offered continuing education credits for completing the survey. If TCEQ does not receive enough completed surveys to provide a representative sample after the first 30 days, TCEQ will consider an additional 30-day extension with additional outreach.
The contractor will then receive the survey results from TCEQ and analyze the data using QuestionPro tools and capabilities to provide a ranking for each task based on a statistical weighting of frequency and criticality. Review, and adjust, if necessary, task ranking based on selected SME and Agency staff review during a scheduled meeting with TCEQ.
A technical degree in science or engineering or training and experience directly related to landscape irrigation and /or curriculum and exam development for technical occupational licensing programs is preferred. Individual(s) must sign a non-disclosure agreement, pass a TCEQ criminal history background check, and possess the preferred knowledge and experience. The preferred knowledge and experience are either:
A) TCEQ rules and regulations in the program licensing area of landscape irrigator, and enforcement/permitting or
B) performing job task analysis and curriculum development for technical occupational licensing programs.
