Job Overview

GSG Talent Solutions is seeking a qualified UST Exam Development Contractor to support the Texas Commission on Environmental Quality (TCEQ). This fully remote, full-time contract role focuses on reviewing, revising, and developing exam questions for the Underground Storage Tank (UST) On-Site Supervisor A and B certification exams.

This position is ideal for professionals with experience in exam development, assessment design, environmental compliance, or regulatory programs who are comfortable working independently while meeting structured deliverables.

Key Responsibilities

  • Review existing UST Supervisor A & B exam questions for accuracy, clarity, and regulatory relevance
  • Analyze TCEQ-provided exam data to identify questions with very high or very low pass rates
  • Revise, replace, or improve identified exam questions
  • Review the UST Job Task Analysis (JTA) to ensure all critical tasks are represented
  • Develop new exam questions to address gaps identified in the JTA
  • Create a minimum of 50 total exam questions:
  • Approximately 25 for UST A
  • Approximately 25 for UST B

Exam Question Standards

All exam questions must:

  • Be derived from TCEQ-approved statutes, rules, or training materials
  • Clearly cite the reference source
  • Relate directly to an identified critical task or exam category
  • Include four multiple-choice answer options only
  • No True/False
  • No “All of the Above”
  • No “None of the Above”
  • Clearly identify one correct answer
  • Be written in a clear, professional, and understandable format
  • Be reviewed for grammar, spelling, formatting, and accuracy
  • Identify the applicable exam category

Required Qualifications

  • Experience in exam development, test item writing, or assessment design
  • Knowledge of environmental regulations, compliance programs, or licensing exams
  • Strong written communication and analytical skills
  • High attention to detail and accuracy
  • Ability to work independently and meet deadlines

Preferred Qualifications

  • Experience with UST programs or environmental compliance
  • Familiarity with TCEQ rules or Texas statutes
  • Prior experience supporting state or government agencies
