We are currently seeking an experienced Implementation Management Analyst III to support the Texas Department of Family and Protective Services (DFPS). Position Summary
The Implementation Management Analyst III performs highly advanced (senior-level) organizational analysis and implementation work supporting strategic initiatives across the agency. This position partners with executive leadership, project managers, Human Resources, and program staff to improve organizational effectiveness through workforce planning, organizational change management, position management, and implementation planning.
Working with considerable independence, this role develops organizational work products, facilitates stakeholder meetings, coordinates change initiatives, supports staffing efforts, and ensures successful implementation of agency priorities.
What You'll Do
Responsibilities include, but are not limited to:
Develop and improve organizational work products, operational documentation, and business processes.
Partner with program leadership and Human Resources to develop, review, and refine job descriptions.
Conduct job analyses, position reviews, workforce planning activities, and organizational assessments.
Prepare and maintain documentation supporting position classification, organizational changes, and staffing initiatives.
Coordinate position approvals and collaborate with Human Resources throughout review and approval processes.
Plan, organize, facilitate, and document meetings with stakeholders across multiple levels of the agency.
Capture meeting outcomes, action items, risks, and implementation decisions while ensuring timely follow-up.
Develop and support organizational change management plans.
Coordinate implementation activities, project schedules, milestones, and deliverables.
Monitor project progress, stakeholder engagement, governance approvals, and organizational readiness.
Identify project risks and implementation barriers while providing recommendations to leadership.
Support recruitment and staffing activities, including job postings, applicant screening, hiring coordination, and onboarding.
Serve as a liaison between agency leadership and Human Resources throughout organizational and staffing initiatives.
Prepare reports, status updates, and project documentation for agency leadership and project managers.
Ideal Candidate
The ideal candidate is an experienced professional who enjoys improving organizations, solving complex business challenges, and collaborating with diverse teams. You are organized, analytical, and comfortable managing multiple priorities while working independently.
You have experience leading or supporting organizational initiatives involving workforce planning, Human Resources, project coordination, business operations, or change management. Experience working with government agencies or large organizations is highly valued.
Minimum Qualifications
Qualified candidates should possess experience in several of the following areas:
Organizational analysis or organizational development
Business analysis or management analysis

Human Resources collaboration
Recruitment, hiring, or onboarding coordination
Organizational change management
Project coordination or project management
Process improvement initiatives
Researching and analyzing complex business issues
Developing professional reports and organizational documentation
Facilitating meetings with multiple stakeholders
Working collaboratively with executive leadership and cross-functional teams
A bachelor's degree from an accredited college or university is preferred. Relevant work experience may be substituted for education on a year-for-year basis.

Preference may be given to candidates with experience in:
Health and Human Services or other Texas state agencies
Workforce planning and organizational design
