Job Summary
Performs journey-level accounting work focused on accounts payable and payable contracts. Ensures accurate maintenance of accounting records, timely invoice processing, and review of contract amendments and extensions for compliance with state accounting guidance and agency record-keeping standards. Supports additional accounts payable and disbursement functions, special projects, and training activities. Works under general supervision with moderate latitude for independent judgment. Reports to the Director of Financial Operations.
Key Responsibilities
Process payments timely; track and monitor contract and purchase order balances
Review invoices, vouchers, and journals for accuracy; resolve discrepancies
Prepare and enter payments and journals in USAS, CAPPS, and related systems
Perform monthly reconciliations and support audits and reporting, including 1099s
Respond to vendor and internal payment inquiries; provide AP backup support
Maintain contract logs, files, vendor setup in TINS, and records retention compliance
Conduct research, develop work manuals, support special projects, and train others
Maintain confidentiality and comply with established fiscal procedures
Minimum Qualifications
Bachelor’s degree in Accounting, Finance, Business Administration, or related field (or equivalent experience)
Experience in State of Texas government accounting and financial operations
Preferred Qualifications
State of Texas accounting experience
Accounts payable/receivable experience
Knowledge of USAS, CAPPS, and other state financial systems
Knowledge, Skills, and Abilities
Knowledge of Texas and federal fiscal laws, GAAP, GASB, GAA, and state reporting requirements
Proficiency with CAPPS, USAS, Treasury Trust Portal, and Microsoft Office (Excel, Word, Access)
Strong reconciliation, numerical accuracy, and high-volume processing skills
Ability to interpret policies, manage multiple priorities, meet deadlines, and work independently
Clear written and verbal communication; effective stakeholder collaboration
Ability to maintain records, safeguard sensitive information, meet in-office and schedule requirements, travel up to 5%, operate a vehicle, and perform physical file handling
Adaptability, initiative, reliability, and ability to train others
